unable to remove a universal security group from "manage full access permission" on all mailboxes within Exchange.
i ran the cmd in powershell, which said it was successfull. but when i check the "manage full access permission" on the user's Mailbox the security group is still there.

It is probably being inherited from somewhere rather than being explicitly set. You will need to find the inherited location to remove it.
